The two usual culprits

The outlet valve seal at the bottom of the cistern lets water seep into the pan continuously. Perished rubber, mineral build-up, or something caught under it.

Or the inlet valve fails to shut off at the right level, so the cistern keeps filling and the excess goes down the overflow. Either way water runs, but the fix differs.

Put a few drops of food colouring in the cistern and do not flush for twenty minutes. Colour appearing in the pan means the outlet seal is passing.

If the water level sits at or above the overflow, it is the inlet valve or its float adjustment.
